Web Design Standards?

hey everyone, i need 10 web design standards of a website.. here is a list ive put together so far. can anyone add or let me know if some of these standards are incorrect? i understand that everyone has their own standards but i just need some input from others.. here is my list:

1. Determine your target audience

2. Provide a consistent design style

3. Link all pages back to the home page

4. Never use text or graphics from another users site unless you have permission

5. Do a preflight check

6. Include online help or to a webmaster for administrative areas

7. Make sure that all graphics are relevant to the content

8. Use consistent headings and subheadings

9. Do not use too many graphics on one page

10. Make navigating the site as easy as possible

11. Resize and optimize graphics in a graphics program -- don%26#039;t just reduce them by stretching in the website.

12. Check all links (especially external ones) regularly to make sure they%26#039;re still active.

13. Keep the content up-to-date.

14. Proofread.

point 4 isn%26#039;t really possible in real life.

It should also say, don%26#039;t use pt in the css file to indicate the font size!!!!!

Other Replys:What a website must have is the same style thoroughly and not to have too many things so that all internet connections can view it(this is optional but too many flashy things tire people viewing the site). All other things are allowed thats why web designing is so creative :o)
