You need to sign-up with a hosting service, like http://www.godaddy.com or http://www.bravenet.com. Then you can start designing your page.

As long as you get at least one page out there somewhere you can use it as a link to a free site,

eg, geocities, myspace, and a number of others.

Another way is to set your own PC up as a server using Apache but you have to leave the PC on line all the time! ;)
